I have an overweight cat who is 5 years old.

My cat is too fat to wash her butt. So I take a damp paper towel and wash her butt off, (poop is stuck there) I do this twice a day. I noticed that tonight when I wash her butt and even touch her the tops of her hips she automatically licks her front legs. I stop washing her or even touching her back she stops licking. Now she wont even let me touch her lower back at all, even legs. She yells at me. She jumps around and runs just fine. This has gone on for 2 weeks, but now she wont let me clean her up at all. Before she waited for me to clean her butt. I am extremely gentle when I clean her butt.
She is spayed too.

The skin along her back and rear end is itching. Your cleaning and touching the area ignites the itchy feeling and she cannot get to the area. Instead she licks her front legs. She is unable to groom herself anywhere on her lower half. You should be brushing her in this area at least daily. It take a lot of effort initially but should get easier with time. To not do so will result in a severe rash around the anus and mats with flaky skin along the back.
