my 13 years and 6 months old chow-chow lost all vision about 2 weeks ago and her head is permanently titled, what can we do to help her?

She seems to be over initial shock and panic, but some time after she seems to have had a stroke or something that resulted in her head being permanently tilted to the right. She had cataracts so we know this is probably the source of complete blindness.

The head tilt and loss of vision are probably separate issues. Severe cataracts can lead to total blindness. If the retina is still intake there are surgical procedures which can restore the sight. Consultation with an ophthalmologist would be warranted. The head tilt is probably due to a condition called vestibular syndrome. This is due to an inflammatory condition in the inner ear. The syndrome can show varying degrees of severity, from complete debilitation to a slight head tilt. With supportive care most dogs recover.
