Will my Dusty’s behavior calm down after he is neutered?

Dusty is one of 8 kittens from a stray we found (born March 4/2016) All his siblings and his Mother are very affectionate and loving but Dusty will not allow any petting other than the top of his head. He sleeps with me but I better not touch or I will get a nice bite. Sometimes he just jumps up and bites my hand or if I try to pet him he’ll move away. I bleed easily so this is becoming serious What can I do Dr. Brown Please help!! Is their a Kitty Boot Camp LOL

Neutering will not resolve this behavior. I am unaware of any treatment that will successfully treat this type of behavior issue. This is this cat’s personality.
